Ed's Notes: Dev-Em in the 3rd edition is mainly known as a foe of the Legion of Superheroes, which I am not doing full entries on at this time. HOWEVER... This is a version of the character from the 20th century, he's a Daxamite (in some continuities, he's a Kryptonian) and he is physically superior to Superman in every single way. He could probably take on Doomsday all by himself and win. Maybe even Ares or Darkseid. Except he's a villain, so... yeah, he wouldn't DO that. Lol. Would make an interesting enemy for a campaign where the PC's need to figure out WHAT he is first, and THEN how to take him down. Because unless they are playing with very high powered characters, they probably won't be able to just punch him and win.
