Ed's Notes: I need to read up on these guys (The Circle) to represent them properly. I interpret their having a heroic Motivations, as villains, to be that they are well-intentioned extremists, who became miffed with Superman when he thwarted them. (Kind of like the Champions of Angor, maybe?) And that would be a cool story to run. But I need a better understanding to get the flavor just right, and the MoS Sourcebook only serves as half-measure for that function. All I'm saying ins that you don't want to just have these guys just robbing banks or doing some stupid bullshit like that!
