Ed's Notes: He's little more than a thug with a gun, and some smarts, but I still think first edition statted him out a little low.  I could see him a bit closer to Two-Face (though perhaps not his equal) in terms of both Physical Attributes (5/4/4) and Skills like Charisma (Intimidation): 7 and Martial Artist:5, Weaponry: 5...? if I was looking to change him that is. ;)
