Ed's Notes: Yes. Arguably the dumbest character ever. But I see two possible uses... First as a literal comic relief character for beginning PC's, one that poses NO THREAT AT ALL, no matter how poor the PC's do. Lol. But if you go back to his story, remember that he was being mind controlled by the Mad Hatter's tech, in the hands of the Joker. So, if you need a "villain" that there is VERY OBVIOUSLY something VERY WRONG with? This guy's a pretty decent choice.
BTW, the R# doubles as an "Ammo" rating.
