Ed's Notes: The entire Newsboy Legion was nerfed from 2nd edition, but it makes sense to do that, as they ARE just kids, and the 2nd edition had them rated higher across the board than most Batman villains! So, except for Angry Charlie, I would use the 3rd edition versions.
