Ed's Notes: The S:MoS Sourcebook has him at 55 Hero Points, but otherwise all versions are the same. Question about his powers... Based on what I've seen in the comics, I feel like all three should have:

Limitaion: Always On
And it seems like he should be able to Drain ALL of a target's powers and attribuites simultaneously, without a mutli-attack penalty. But would these three changes together make him TOO powerful? Not sure. Just seems like the actual resolution of this in game terms makes him drain/gain power much too slowly.
