Foe of:  Batman

Ed's Notes: 2nd Edition sources omit the Animal Handling Skill.  3rd Edition adds some fleshed-out Umbrellas.  He can use these before burning one of his four Omni's.  As an adult, my favorite villain is the Joker, but as a Kid, growing up on Burgess Meredith's portrayal, Penguin was my favorite.

First Appearance: Detective Comics #58 (December, 1941)

  1. Faw! Any fool can be a Psychotic! The Flying Rodent is so plagued by them, you can't tell one from another without a Program! A memorable rogue must have style, panache, and the culture to know WHAT to liberate from the confines of ownership! Wauk!
