Ed's Notes: What's the deal with all the impostor villains and unnecessary successors that are exactly like their predecessors? (Also see: Mirror Master, Heat Wave...) It's like back in the early 90's, someone at DC said, "Hey, we need a bunch of new characters, but whatever you do, don't make them ANY DIFFERENT that the characters we already have!"
