Ed's Notes: An "early" foe of the Dark Knights, the Reaper was Gotham's vigilante before the Batman. And as dark and gritty as Batman can get, even in the hands of an writer like Frank Miller, The Reaper remains a stone cold psycho, killing every criminal in his path.  What would make it interesting to use a guy like this... Not only do you get the "we're not so different" trope, but if you take the guy down, how do you both not cross the same line, and yet maintain the fear and intimidation in the criminal element? Why wouldn't all the mob bosses and pimps and drug dealers be like, "YAY! THE NEW GUY WON'T KILL US!"? PC's will end up working that much harder to show that they are every bit as tough and bad-ass, even given that they don't approve of acting as judge, jury and execution on the spot.  Also, unlike Black Spider, is feel like this guy would be a lot harder to adapt into an Anti-Hero. It could be done (and they would have Drawback: Mistrust, big-time) but the player would have to show the struggle between any part of the charterer that shows remorse (and really, THERE IS NONE, which is the problem) and his desire to give in to his baser instincts. It could be done, but it could be a challenge. Anyway, a cool, bad-ass old guy, who was a challenge to Batman, at least early in his career (Year One.)

Also, if it was unclear, the Scythes have GUNS in them. ;)
