Ed's Notes: Another of Batman's lesser rogues of the "hard to take seriously" variety. HOWEVER... That "expansive headquarters" of his is actually an underground hotel, a kind of wretched hive where all of the scum and villainy in Gotham hide out. And it's location is secret. And you only get in if he decides to help you. THAT can make him quite interesting as an NPC, if not the direct villain.  It should also be noted that "Cameron Van Cleer" si a FALSE alter ego, and that his TRUE identity remains unknown. Van Cleer acts as a philanthropist trying to one-up Bruce Wayne in the eyes of Gotham. (Unfortunately taking to crime to do it, as a kind of Anti-Batman, protecting criminals, as previously described.)
