Ed's Notes: From all I can tell, this is an original creation for the 2nd Edition DCH Hot Pursuit module. But he's a pretty cool example of a Government Operative that has low-level meta human abilities and pretty cool tech. (Not to mention a sweet handle!) He's actually just below the abilities of the average Checkmate Knight, but I see potential recurring NPC material here all the same!
