Ed's Notes: In the Comics, these guys were created by the Council to hunt down their former agent, Paul Kirk / Manhunter II.

The 2nd Edition In Hot Pursuit Module uses these guys in one of the Adventures as soldier put under the command to Deathstroke to oppose (the new) Manhunter (III). For MOOKS? Wow. You literally can't do any better! Facing down a dozen of these guys would be tough for ANY Street Level, and most Mid-Level heroes. And since they're a bit improved from the World at War version of Manhunter II, this can also serves as a template for that heroic version of Paul Kirk that was cloned, shown above in an absolutely ridiculous costume. Lol

(BTW... What's the Thief value for the Pistol's Silencer?)
