Ed's Notes: Check this out... So one of his parolee's does a heel-face turn, and is going completely legit. So what does this guy do? He hypnotizes the reformed convict into making him all of the same gear as he used to use (and then some) and goes on a crime spree that everyone then blames on the parolee! What a dick move!

Ed's Notes: An almost exact mirror-image of Captain Cold. Lol. And why is it that almost all Flash Villains are basically (statistically speaking) just Batman villains with better Weapons? He did a heel-face turn at one point, but more fun to use for the first time as a villain, I'd think.
