Description: This Power allows a Character to fire and control a bolt of lightning from their body. Lightning strikes as a Physical Attack in combat with AV/EV's equal to the AP's of Power and OV/RV's equal to the target's Dex/Body.
An opponent who is naturally insulated (such as a Character using Molecular Chameleon to assumed the form of rubber) has a +2 Column Shift modifier added to their RV against Lightning. Electronics and/or metallic devices and Characters (such as Cyborg of the New Titans) relieves a -2 Column Shift penalty to their RV against Lightning.
Cyborg himself has this Power.
