Without it, he reverts back to his Mist form.

Note: If dispersed, getting the belt back require use of Matter Manipulation, Magnetic Control or Starman's Cosmic Rod (AV/EV of 13/13 for the Rod, of the AP's of Power being used.) OV/RV is the AP's of Dispersal activated, and is Strenuous, adding a +3 CS penalty to the OV/RV.

Ed's Notes: He wants to conquer the world through the power of FOG?! O...kay.   The Who's Who doesn't include his Flight Power, except as The Mist. But the Limitation mentions it, so I am assuming it's in error and have included it.
