Bonuses: Neutralized uses the targets Int/Mind as the OV/RV; Will also work on Dex and Str, to a minimum of 10 and 6, respectively; The first time a target's given Power is attacked, any Positive RAP's negate the entire power; Neutralized Attributes will not Recover normally. They will stay neutralized as long as he is conscious, and does not try to neutralize too many Powers.

Limitations: In subsequent attack against the same target & power, RAP's equal to the target's Will are needed or there will be no effect; Must make an action check every phase using the number or Powers and Attributes he's neutralized ans the AV/EV against an OV/RV of his AP's of Neutralize and his Mind. (25/3) Positive RAP's are taken as mental bashing damage. If he falls unconscious, all Characters regains the lost Powers and Attributes and Dreadnaught loses all Adapted Powers and Attributes.

Ed's Notes: 2nd Edition defines and describes his power VERY differently.  Same basic idea, juts resolved completely differently in terms of gameplay.  One thing that 2nd Edition includes, which I'm stunned that 3rd Edition does not is Advantage: Connection Dreadnaught (High).  Because while Dreadnought is still low-level, super-powered dumb muscle without Psi-Phon, Psi-phon is basically an over-sized katydid without Dreadnought: Just step on him. He's useless.
