Ed's Notes: Montoya got her start on the Batman Animated Series as Harvey Bullock's partner and became popular enough that she quickly graduated to the actual comics. Writeups has three separate entries for her prior to her taking on the mantle of the Question. This is the third entry and represents the most developed version of the character, at the farthest point along in the Police career. I'm not really interested in her as the Question, but I may write that up at some point as well. The main difference between my entry and theirs, aside from summarizing all of her individual Connections as "GCPD (High)", is that I've pared down some of her gear.

Ed's Notes: Good lord. How frickin' backwards was the world that a story about a WOMAN who was a COP would be SO RADICAL as deserve it's own comic book title?! And THAT'S IT. That was the entire sell! Hey, Marv... I got this crazy idea... What if we did a comic book about a cop... Just an ordinary cop, not a super cop... But the HOOK is? The cop... is... a... WOMAN! OHMYFUCKINGODTHATSHITBALLSAMAZING!


Lol. Yeah. Wow.

BUT... I decided to include her here, so that if the GM needs a competent, ethical police officer, who's maybe looking to help out and is getting frustrated with the office politics of her department, and maybe is NOT being taken seriously, because, while it's not necessarily deserving of an entire comic book title, sexism IS still a thing... She might make a really interesting supporting character to add. And since DC never really developed her, she's still generic enough to be able to be dropped into pretty much any campaign. In any case, I could see using her, so her she is.

As usual, I lopped off a lot of Blood of Heroes / House rules stuff from the Writeups entry, and her gear comes either from the 3rd Ed Rulebook, or, in the case of the hand cuffs, from other characters who have similar gear.

Ed's Notes: In the criminal justice system, meta-human based offenses are considered especially dangerous. In Metropolis, the dedicated detectives who investigate these strange occurrences are members of an elite squad known as the Special Crimes Unit.

Not sure if it had been established at the time the game was published, nor do I think it would be relevant to gameplay, but no mention is made in the MoS Sourcebook of her being gay.  Which is a shame, because... REPRESENTATION! And she's a cool character in the comics. Gotham might be a shit-hole, but at least their criminals tend to be ordinary humans will little more that mental illness and a unique fashion sense going for them. Can you imaging being a cop in Metropolis?!  Twenty nine days out of the moth, it's boring as hell, then for a couple days it's like Godzilla visiting Tokyo! RESPECT, Capt. Sawyer. RESPECT.

(And for the record, terribly miscast in TV's Supergirl.)

Ed's Notes: To be honest, I didn't realize that Harvey Hainer was an actual character. (And I'm like the biggest Batman fan I know!) He was included in the Mini-Adventure at the end of the Batman Sourcebook, and I'd assumed that he was just made up for the adventure. (But I was going to include him here anyway, just for fun.) But lo and behold: He's an actual character! And from the look of this picture, he's been around for a while! (Ed.Note: Since 1961, it turns out!)



Mind Blown!

Sgt. Hainer is an older cop, close to retirement who's biggest duty these days is the operation of the Bat Signal. His best days of kicking ass are likely behind him, but like Det. Bullock, he remains one of Gordon's close allies on an largely corrupt police force.

Ed's Notes: Although I have a hard time envisioning him as a member of Checkmate, I do really like the character of Detective Harvey Bullock. They make him buffoonish in all of the superficial ways: he's fat, a bit of a slob, sometimes careless, he speaks his mind, without a filter, and is neither cultured nor an intellectual. But he's also TOUGH. He a better cop than he's given credit for, and the kicker, and the thing that makes him significant: He's one of the few truly honest and incorruptible cops in Gotham. And THAT, above all other considerations, is why he's one of Gordon's top people. 


I do feel like he should also have:
