Ed's Notes: A con-man who could make an interesting antagonist that the PC's can't stop by punching. I could see as anything from a slum lord, to a real estate swindler to a used car salesman, to an identity thief, to just about any kind of scam artist. Hell, they might first encounter him behind a three-card monty table. At some point he could blackmail the PC's to avoid evicting them. (That would be cool! Lol) In any case, the PC's need to fins a way to thwart him that doesn't involve beating him up. And you always need an antagonist like that. Someone who's merely an inconvenience, as opposed to a global or galactic threat.
