Note: Bomb does electrical damage (Metallic targets receive -2 CS  to their RV, Insulated Targets receive +2 CS to their RV.)

Limitations: Bomb is Touch Only; Lightning and Bomb Powers must be channeled through an Artifact. (At present time, this is her Sacred Ringstaff.) Both Power are Fatiguing: After use, make a check using the AP's of Power used as the OV/RV against her Body/Body. RAP's are taken as Physical Bashing damage that cannot be negated through last ditch defense.

Advantages: Area Knowledge (Middle East); Attractive; Connections: American University (Low), Kyle Rainer (Low); Iron Nerves; Lightning Reflexes; Scholar (Art History, Middle Eastern and Babylonian Lore, Controllers Lore, World History); Sharp Eye

Drawbacks: Alter Ego; Minor Irrational Attraction to being stubborn; Minor Irrational Attraction to saving archaeological knowledge.

Alter Ego: Professor Sala Nisaba

Equipment:
Sacred Scimitar [Body: 20, EV: 5/10] Limitations: EV 10 is only active for Istar or her descendants. EV limited to 5 for anyone else.]

Sacred Ringstaff [Body: 6] Note: It is through this that she channels her Lightning and Bomb Powers.

Ed's Notes: Following a long history of such racial tokenism (Apache Cheif, Samurai, El Dorado, the Global Guardians...) DC introduced many foreign heroes, but somehow all three from the Mediterranean ended up begin chicks with swords. And I've got nothing against that - my last relationship with such a chick lasted 25 years, so... yeah, bring on the sword-wielding badass chicks! Istar existed prior to this, but was brought back into prominence for the event... and then basically faded back into obscurity afterward. Ah well. Still pretty bad ass.

BTW... "Fatiguing" is a Limitation from Blood of Heroes, the effects of which I've described above.  (Personally, I would prefer the same mechanic as Sorcery, applied to the appropriate Attribute (Body, Mind or Spirit) but that's how it's written up, so I'm using it as described.) The Write-ups also included a Limitation called (Minor) "Marginal" on the same two powers. This would have required she spend 5 Hero Points just to USE the Powers (which would still be fatiguing.) This is Write-Ups House Rules though, is not in either DCH 3e or BoH, so I've left it off.

BTW... Regarding the Bomb Power doing  "electrical" damage... This is basically Lighting, with Area Effect, but diminishing EV with Range (so... like the Bomb Power.) Making it electrical is neither a Bonus or a Limitation, as it can be either depending on the nature of the target: whether Metallic or Insulated.

Ed's Notes: This is the human half / alter ego of the demigod Istar. Honestly she's a pretty badass Indiana Jones type in her own right, even without turning into Istar.

Ed's Notes: A strong ally of Superman's and head of S.T.A.R Labs in Metropolis.  I'm not sure that Richard Schiff had the persona down all that well in the Man of Steel film, but he certainly looked the part.  And I would have liked to see him survive and been used in future movies.  Recurring supporting cast members are a good way to tie movies together in a "shared cinematic universe." Especially when they're actually USEFUL and not just best friends or comic relief characters.

Ed's Notes: Yes, that's a hirsute android. And one that should have:

Drawbacks: Catastrophic Irrational Attraction to rampaging and destruction; Serious Physical Restriction: Cannot Speak

I kind of wish they'd stat'ed out Professor Andrew Zagarian, his creator, whom he escaped from, as well, kind of like how they did for Professor Ivo and Amazo. The lesson here? AI is always a crap shoot!

BTW... That +2 CS Bonus? With the Skin Armor puts his RV in the 25-27 Column!  Damn!

Ed's Notes: As I saw Deadpool II with by girlfriend... Watching Domino just have everything go right for her, and everything go wrong for her opponents... I actually said, out loud, "Luck is the most annoying power an enemy can have."  Good lord, imagine having this guy working behind the scenes, turning normally chump villains (like, say, the Royal Flush Gang or Punch and Jewlee) into some truly, irritatingly stubborn combatants as the heroes' penalties meet up against the villains' bonuses.

BUT... Again, I have to say it... Just as with Doctor Alchemy (and one or two others)... Why isn't this guy just travelling the world, kickin' it in every Casino he can find, and when no one else will host him, just open one of his own. Take over Las Vegas. Why bother going up against the like of the Justice League at all?!

COSTUME STORAGE RING [Bod: 1, Shrinking: 10, R#: 2] Limitation: Shrinking only works on Flash's costume

ELECTRO-ROCKETS [Body: 4, Ammo: 8, R#: 3] Bonus: Adds 1 AP to the user Speed for 1 phase.

foe of: Flash

Ed's Notes: Of all the "duplicate" or morally-symmetrically-opposite Hero/Villains pair-ups, other than Green Lantern & Sinestro with a Yellow Ring, this might be the one where the villain is most superior. (Think about it: Superman always beats Bizarro, Batman beats the KGBeast and Ra's al Ghul, Captain Atom beats Major Force and Captain Marvel is identical to Black Adam.) But this guy is the Flash plus Invisibility plus Mental Powers plus Gadgets. Truly a terrifying foe.

Limitations: Suspension is only usable to slow down autonomic processes and "simulate death." (Sevres as OV/RV to the perception check.) Does not control the rate at which his body ages, but otherwise duplicate all the abilities of the Power.

Advantages: Genius; Leadership; Scholar (psychology); Sharp Eye
