Ed's Notes: This is a villain that Mayfair created for their Law of Darkness Module. He never appeared in the comics, although he does have a similar shtick to the Ratcatcher, another rat-based villain in Gotham. Unlike that sewer-dweller however, Leader of the Pack (Charlie Williams) is a successful Gotham Businessman who got his hands on some serious Apokolips tech that allow him to summon, control and significantly LEVEL UP rats. He generally always has two of them (*sigh* Adolph and Benito? Really, Mayfair?!) but can summon countless more rats and then level those up (with the Growth Power) as well. He's a pretty cool villain and I recently saw him included in a YouTube video of DC Characters that deserve to be in the comics. (Similar to the way that Characters like the Condiment King and Harley Quinn got their starts in other media and then were promoted into comic book cannon.) Sadly, as he was never in comics OR cartoons, there are no imagaes of him ANYWHERE - not even in the module! Ah well.

First Appearance: DC Heroes 2nd Edition Law of Darkness Module (1990)
